    وأفادت «عرب تايمز» بأن المطعم واصل العمل رغم انتهاء صلاحية ترخيصه الصحي فيما كان العاملون يتعاملون مع الطعام دون شهادات مطلوبة ويعمل لدى صاحبه موظفون ليس لديهم وثائق سارية. وقامت الهيئة العامة للغذاء والتغذية بإغلاق المنشأة فورا وبدأت إجراءات قانونية ضد المسؤولين. وأكدت الهيئة أنها ستواصل حملات التفتيش بالتنسيق مع الجهات المعنية لضمان الالتزام بقواعد سلامة الغذاء.

    أصدر الدكتور أحمد العوضي وزير الصحة القرار الوزاري رقم 237 لسنة 2026، الذي يضع إطاراً شاملاً يغطي استيراد وتصنيع وتوزيع وبيع واستخدام جميع أشكال التبغ والنيكوتين وأنظمة التوصيل المرتبطة بها. وتعتمد هذه القواعد على التشريعات الوطنية واتفاقية منظمة الصحة العالمية الإطارية لمكافحة التبغ، إذ تحظر المنتجات غير المسجلة وأكياس النيكوتين غير المعتمدة كأدوية وأي منتجات لا تتوافق مع المواصفات الفنية المحددة في القرار. كما تحظر المنتجات التي تسوق باستخدام شخصيات كرتونية أو تصاميم تشبه الألعاب أو تغليف يشبه الحلويات، بالإضافة إلى تلك التي تتضمن ادعاءات صحية غير مصرح بها أو تستخدم أوصافاً مضللة مثل «أقل ضرراً» أو «منخفض القطران». وطالبت الوزارة المصنعين والمستوردين بتقديم بيانات شاملة حول المكونات ومستويات النيكوتين والمواد المضافة وتفاصيل الإنتاج للحصول على الموافقة قبل مباشرة أي نشاط.

    ويحظر القرار بيع أو تسليم أو تقديم هذه المنتجات للأشخاص دون سن 21 عاماً، مع إلزام التجار بالتحقق من العمر عبر البطاقة المدنية أو الوسائل المعتمدة الأخرى. ويجب على البائعين المرخصين تعليق إشعارات بارزة باللغتين العربية والإنجليزية تفيد بحظر البيع لمن هم دون السن القانونية في جميع نقاط البيع. كما يمنع البيع والعرض والتوزيع داخل كل المؤسسات التعليمية من رياض الأطفال إلى الجامعات، وكذلك في المنشآت الصحية والمباني الحكومية والنوادي الرياضية ومراكز الشباب والسينمات وما يماثلها. وتمتد القيود لتشمل محلات البقالة والعربات المتنقلة والكشكات والمعارض والفعاليات وعروض البيع الذاتية، وفق ما حدده المستند.

    وتشكل المنصات الإلكترونية محور الضوابط الجديدة، حيث يحظر القرار البيع أو العرض أو التوزيع لمنتجات التبغ والنيكوتين عبر المواقع الإلكترونية أو التطبيقات الهاتفية أو وسائل التواصل أو خدمات التوصيل. ويحظر الإعلان والتسويق المباشر وغير المباشر عبر كل القنوات بما في ذلك الإعلام التقليدي والرقمي والمؤثرين واللوحات الإعلانية ورعاية الفعاليات. كما تمنع العينات المجانية والخصومات الترويجية ورعاية العلامات التجارية للأنشطة الرياضية أو الثقافية أو التعليمية ضمن هذه الإجراءات الشاملة. ويتطلب القرار مراقبة المحتوى الإعلامي الذي يصور التدخين أو التبخير أو استخدام النيكوتين لا سيما إذا كان متاحاً للشباب، مع إضافة تحذيرات صحية في الحالات التي يُرى فيها أن هذه المشاهد ضرورية.

    وتخضع السجائر الإلكترونية ومنتجات التبغ المسخن والأجهزة المماثلة التي تطلق بخاراً أو رذاذاً لنفس حظر التدخين العام المطبق على السجائر التقليدية. ويمتد هذا الحكم إلى السياسات الخالية من الدخان التي بدأت بقانون مكافحة التدخين لعام 1995 وتعززت بمراسيم لاحقة، بحسب سجلات قوانين مكافحة التبغ. وصادقت الكويت على اتفاقية منظمة الصحة العالمية الإطارية لمكافحة التبغ عام 2006، مما يوفر الأساس الدولي لكثير من هذه الضوابط المحدثة. وقد وجهت الاتفاقية السياسات الوطنية الرامية إلى خفض العرض والطلب على منتجات التبغ في الدول الأعضاء.

    Electronic cigarettes, heated tobacco products and similar devices that emit vapor or aerosol fall under the same public smoking bans already in place for conventional cigarettes, according to the resolution.
