  • Kuwait Updates Fire Force Regulations With New Penalties, Training Rewards and Settlement Options

Kuwait Updates Fire Force Regulations With New Penalties, Training Rewards and Settlement Options

The decree replaces the definition of the competent minister in Law No. 13 of 2020 while adding a new disciplinary penalty of assigning extra services, capped at 15 per violation, for members of the General Fire Force up to the rank of colonel. It also provides for financial rewards aimed at encouraging Kuwaiti nationals to pursue specializations in firefighting and allows direct appointment of medical doctors at the rank of captain, or major for those holding advanced specialist certificates. The changes further organize the professional affairs of specialists within the force, according to the text published in Kuwait Al-Youm.

These updates address shortcomings that practical application of the 2020 law had revealed, with the goal of enhancing institutional efficiency, workforce discipline and overall rates of fire prevention and safety across the country. The decree was issued following a review that identified gaps in the existing framework governing the non-armed regulatory body responsible for firefighting, rescue operations and hazard prevention. A related assessment in the decree’s explanatory note stressed the need to modernize provisions that had been in place since the statute replaced the older 1982 legislation on the fire service.

Under the new Article 32 bis, reconciliation is permitted in fire safety violations before or during criminal proceedings provided they have not caused death or injury, in exchange for payment of a sum not exceeding 10,000 Kuwaiti dinars together with removal of the violation’s causes. The minister concerned will issue a decision specifying which violations qualify for such settlements along with the applicable rules and procedures. Reconciliation results in halting or terminating the criminal case without affecting any associated civil rights, the decree stated.

The original Law No. 13 of 2020 had restructured the fire service by establishing the General Fire Force as a dedicated entity focused on preventive safety measures, licensing, inspections and emergency response throughout Kuwait. That statute, which abrogated the 1982 fire force law, set unified standards for building safety, hazardous materials handling and public protection that the current amendments now seek to reinforce through stronger enforcement tools. Government records indicate the force operates under the oversight of a chief at the rank of lieutenant general or higher with defined operational independence in technical matters.

Additional provisions in the 2026 decree introduce incentives for study and specialization while streamlining the appointment process for qualified medical and technical personnel to bolster operational readiness. Such measures align with broader efforts to attract and retain national talent in critical public safety roles, where staffing levels directly impact response times and prevention outcomes. The decree takes immediate effect upon publication, applying to all relevant departments and personnel within the General Fire Force structure.

By reducing the judicial load through settlement options for minor infractions, the amendments are expected to allow faster resolution of routine safety cases while maintaining strict accountability for serious breaches. The force’s mandate continues to encompass licensing for commercial and residential premises, on-site inspections and coordination with other security agencies during emergencies. These latest revisions build directly on the foundational reforms introduced six years earlier to adapt the service to contemporary risks and administrative demands.

  • DGCA Warns of KD5,000 Fines or Three Years in Prison for Illegal Drone Use

DGCA Warns of KD5,000 Fines or Three Years in Prison for Illegal Drone Use

The Directorate General of Civil Aviation has reiterated its strict regulations governing drone operations across Kuwait, according to a report in Arab Times. The authority warned that individuals who fly unmanned aerial vehicles without the required permits face fines of up to KD 5,000 or jail terms of up to three years. This message serves as a reminder amid increasing public interest in the technology for both personal and professional applications. The DGCA maintains that all users must obtain prior approval to ensure compliance with national security and aviation standards.

Kuwait makes no distinction between hobbyist and commercial drone flights under its current legal framework, a position outlined in the DGCA’s 2026 regulatory update. Operators must secure a pilot license for advanced activities and adhere to approved frequencies limited to 2.4 GHz and 5.8 GHz, the authority’s documentation shows. Flights are prohibited near airports, military sites, oil fields and populated residential zones to minimize risks of interference or privacy breaches. The regulator has processed numerous applications while rejecting those that fail to meet safety criteria.

In March 2026 the Ministry of Interior arrested six people for flying drones without permits, Brigadier Nasser Bu Salib told Kuwait Times during a briefing. The spokesperson referred the cases to prosecution and renewed calls for the public to respect the ban on unauthorized use. The operation formed part of a series of enforcement actions that have addressed nearly 500 related reports since the beginning of regional escalations that year.

A compliance guide published in April 2026 by a regional UAV consultancy placed Kuwait’s penalties among the stricter regimes in the GCC, with fines reaching KD 5,000 and potential incarceration for repeat or serious violations. The assessment noted that import of any drone requires advance DGCA clearance and that unregistered devices are subject to immediate confiscation. Such rules have shaped a controlled market where licensed operators support sectors including infrastructure inspection and environmental monitoring. The consultancy advised all prospective users to consult official channels before acquisition or deployment.

The Directorate General of Civil Aviation has integrated drone oversight into its broader aviation safety mandate, according to its published statutes. Permits are granted only after thorough review of submitted flight plans and equipment specifications, a process that typically spans several weeks. This approach has reduced incidents involving stray devices while allowing approved commercial activities to expand within regulated boundaries.

Public awareness campaigns by the Ministry of Interior have highlighted the legal consequences of illegal drone use through media statements and online notices, the ministry’s records indicate. Residents and expatriates alike are encouraged to report suspicious aerial activity to local security authorities without delay. The strategy has resulted in multiple arrests and confiscations over the past 12 months according to compiled enforcement data.

  • Kuwait Fire Force Closes 28 Facilities in Shuwaikh for Safety Violations

Kuwait Fire Force Closes 28 Facilities in Shuwaikh for Safety Violations

The Public Fire Force conducted an inspection campaign in the Shuwaikh Industrial Area of the Capital Governorate on the evening of September 9. Major General Muhammad Yusuf Ahmad, Director of Prevention for the Capital Governorate, led the operation that targeted buildings and facilities failing to comply with fire safety and prevention requirements. Inspection teams identified several violations during the checks, resulting in the administrative closure of 28 facilities. Warnings were also issued to additional sites for not meeting the standards set by the Public Fire Force along with those of participating agencies.

According to a report published by Arab Times on September 10, the campaign involved cooperation with teams from the Ministry of Interior, the Ministry of Commerce and the General Environment Authority. The inspections focused on ensuring adherence to regulations designed to protect lives and property in industrial zones. This action reflects a pattern of regular enforcement drives across Kuwait’s commercial and industrial sectors. The Public Fire Force has maintained that such campaigns form part of its routine oversight activities.

Times Kuwait reported that a similar inspection in the same area days earlier led to administrative closures and notices against 74 establishments for comparable safety shortcomings. The Kuwait Fire Force has carried out multiple such operations in Shuwaikh throughout 2026, including one in January that produced warnings for 44 buildings as detailed in separate coverage by the same outlet. These repeated campaigns indicate sustained regulatory pressure on facility operators to address deficiencies in emergency systems and compliance. Kuwait Times separately noted that the September drive followed the same multi-agency model used in prior months.

Kuwait’s civil defence authority put the death toll from the June 2024 Mangaf fire at 49 workers, an incident that accelerated broader government reviews of safety practices in both residential and industrial settings. The Mangaf blaze, which involved migrant worker housing, highlighted vulnerabilities that have since prompted intensified inspections in areas like Shuwaikh according to reports from The New York Times. Data from subsequent operations show authorities focusing on issues such as inadequate firefighting equipment and blocked exits across governorates. The Public Fire Force incorporated lessons from that event into its inspection protocols.

The Public Fire Force has documented violations in storage practices and alarm functionality during recent Shuwaikh drives, according to aggregated reports from Kuwait Times and Times Kuwait. Operators found non-compliant receive a period to rectify problems before facing permanent restrictions or further penalties. Industrial areas remain a priority because of the concentration of hazardous materials and high worker density. Officials have tracked these violations through standardized checklists applied uniformly during each campaign.

A December 2025 campaign in Shuwaikh and nearby Jleeb Al-Shuyoukh produced actions against 131 establishments, the Kuwait Fire Force said in a statement covered by Times Kuwait at the time. August 2025 inspections in the same zone resulted in 61 closures and 97 warnings, according to additional figures published by the outlet. The force continues to deploy teams for unannounced visits to ensure ongoing adherence to updated safety codes across all industrial districts.

  • Kuwait Labor Authority Cites 155 Firms and 415 Workers for Summer Heat Ban Violations

Kuwait Labor Authority Cites 155 Firms and 415 Workers for Summer Heat Ban Violations

The Public Authority for Manpower conducted field inspections across multiple governorates as part of its annual campaign to enforce the prohibition on outdoor work during peak heat hours. According to data published by Arab Times, inspectors identified violations at 155 companies involving a total of 415 workers during the restricted period. Follow-up checks confirmed that many of the cited firms had taken corrective measures, with authorities reporting limited instances of repeat offenses across the inspected sites.

Administrative Resolution No. 535 of 2015 prohibits laborers from working in open areas between 11 a.m. and 4 p.m. from the start of June through the end of August each year. The Public Authority for Manpower has said the regulation forms part of broader efforts to align with international labor standards on occupational safety. A comparable enforcement drive in 2024 resulted in 213 workers found in breach of the same rules, according to statistics compiled by Kuwait Local.

Penalties for breaches fall under Law No. 6 of 2010 and can include fines ranging from 100 to 200 Kuwaiti dinars per worker involved, along with possible suspension of company files until compliance is achieved. The authority urged employers in construction and related sectors to adjust schedules to avoid disruptions while protecting staff from heat stress. Data from the U.S. State Department’s 2025 Trafficking in Persons Report noted that Kuwait penalized more than 4,200 companies for various labor violations in 2024, indicating sustained regulatory oversight.

Temperatures in Kuwait frequently exceed 50 degrees Celsius during summer months, elevating risks of heat-related illnesses among outdoor workers who make up a significant portion of the expatriate labor force. Human Rights Watch reported in June 2025 that such midday bans across Gulf states have become essential as extreme heat events occur earlier and more often in the region. The Kuwaiti measure aims to reduce occupational injuries linked to high temperatures, though enforcement relies on both official inspections and public cooperation.

The authority received dozens of public reports through its dedicated hotline during the campaign, prompting targeted visits to suspected sites. Arab Times reported that the 155 flagged companies spanned various sectors where outdoor activities predominate, though specific breakdowns by industry were not detailed in the release. Inspectors revisited more than 100 locations to verify adherence after initial warnings were issued.

Public Authority for Manpower officials have emphasized that the ban regulates working conditions without halting project timelines when properly managed. In a related 2025 summary, the authority documented 68 workers and 63 sites penalized over the full summer period in one accounting, underscoring variability in annual figures. Officials continue to monitor compliance as part of ongoing labor protection initiatives.
