The Ministry of Interior issued Decision No. 1091 of 2026 that revises select provisions in Ministerial Decision No. 2249 of 2025 governing the executive regulations of the Foreigners Residence Law. This update adds a mandatory payment for the conversion service in line with Article 16 of those regulations. The measure appeared in the official gazette Kuwait Alyoum on Sunday and Arab Times reported its details the same day. Relevant authorities received instructions to apply the new rule across their operations without exception.
A fresh Clause 4 inserted into Paragraph Nine of Article 39 establishes the precise KD 150 charge for applicants shifting from a visit entry visa to a standard residency permit. The amendment targets transactions processed inside the country rather than new arrivals. The Ministry of Interior directed all departments involved in residency matters to enforce the requirement starting at once.
Domestic workers and persons in analogous categories receive full exemption from the KD 150 fee according to Article 20 of the executive regulations. The Ministry of Interior confirmed that the decision carries immediate legal force from the moment of its gazette publication. Residency offices and affiliated bodies must therefore integrate the fee into their standard procedures at the earliest opportunity.
Public Authority for Civil Information figures place Kuwait’s total population at 5.31 million as of the end of June 2026 with expatriates numbering 3.74 million or roughly 70 percent of all residents. Indians form the largest expatriate community at 1.06 million followed by Egyptians at approximately 670,000. Many expatriates initially arrive on visit visas before securing sponsorship for longer-term residency in sectors ranging from construction to healthcare.
An analysis by immigration law firm Fragomen in January 2026 noted that preceding reforms had clarified which visit visas may convert to residency permits including family tourist and certain government categories. Those earlier adjustments raised the standard annual residency permit fee to KD 20 from the previous KD 10 level in most instances. The current KD 150 charge therefore represents an additional one-time cost layered onto the existing framework for status transitions.
