    نصت المادة الأولى من القرار على تحديد رسم إصدار الترخيص للمرة الأولى بـ5 دنانير، ويطبق على جميع أحجام المراكب دون استثناء. أما رسوم استبدال التراخيص المفقودة أو التالفة فحددت بـ25 ديناراً للمراكب التي يتجاوز طولها 40 قدماً، وبـ20 ديناراً للمراكب التي تتراوح أطوالها بين 16 و40 قدماً، وبـ15 ديناراً للمراكب التي يقل طولها عن 16 قدماً. ويطبق هذا التدرج على كل من القوارب التقليدية والمركبات المائية الشخصية على حد سواء.

    وتبع ذلك رسوم تعديل النشاط أو طبيعة العمل على المركب، إذ حددت بـ70 ديناراً للوحدات التي يزيد طولها على 40 قدماً، وبـ60 ديناراً للمراكب متوسطة الحجم، وبـ50 ديناراً لأصغر الفئات، حسبما أفاد القرار.

    وأسندت المادة الثانية مهمة الإشراف على التطبيق العملي للقرار إلى وكيل وزارة الداخلية في كافة الإدارات المعنية. ودخلت الرسوم الجديدة حيز التنفيذ مباشرة بعد نشرها في الجريدة الرسمية.

    أصدرت وزارة الداخلية القرار رقم 1090 لسنة 2026 بتنظيم نظام الحجز الذكي للمركبات في المنازل، ونُشر هذا القرار في العدد الرسمي لجريدة «الكويت اليوم» بتاريخ 2 أغسطس 2026. ويُعرف القرار هذا النظام باحتجاز المركبة في منزل صاحبها باستخدام تقنيات حديثة وفق الضوابط التي تحددها الإدارة العامة للمرور.

    ويسمح القرار بتطبيق هذا النظام على المركبات المرتكبة للمخالفات المنصوص عليها في المادة 207 من القرار الوزاري رقم 81 لسنة 1976، بشرط تقدم صاحب المركبة بطلب رسمي. ويظل الجهاز المثبت على المركبة يراقبها طوال فترة الحجز.

    وحدد القرار رسوم تركيب الجهاز بـ10 دنانير في حال اضطر رجل المرور للحضور إلى المنزل للتركيب، إضافة إلى رسم يومي قدره ديناران كويتيان عن كل يوم من أيام تشغيل النظام. كما يحظر القرار العبث بالجهاز أو إتلافه، ويتحمل صاحب المركبة تكلفة الجهاز في حالة حدوث ذلك. ويجب على أصحاب المركبات الالتزام بكل القيود المفروضة على حركة المركبة، وإعادة الجهاز بعد انتهاء المدة، وإبلاغ أي خلل يطرأ عليه فوراً.

    وأوضح قرار الوزارة أن العقوبات على مخالفة أحكام هذا النظام تندرج تحت المادة 34 من المرسوم بالقانون رقم 67 لسنة 1976، وهو الإطار القانوني الذي ينظم شؤون المرور في الكويت منذ عقود. ويبدأ سريان النظام الجديد من يوم نشره في الجريدة الرسمية.

    وكانت الإجراءات السابقة تقضي بسحب المركبات المخالفة إلى مواقف حكومية لمدة قد تصل إلى شهرين. وأفادت صحيفة «كويت تايمز» عام 2017 بأن مصدراً في وزارة الداخلية أشار إلى 28 مخالفة تؤدي إلى الحجز الإداري، تتراوح بين القيادة بدون لوحات مرورية ومخالفات أخرى جسيمة. وتطبق الإدارة العامة للمرور هذه الإجراءات باستمرار لردع السلوكيات الخطرة أثناء القيادة.

    وستقوم الإدارة العامة للمرور بتحديد اللوائح الدقيقة الخاصة بتشغيل الأجهزة وشروط الاستفادة من النظام. ويتعين على الراغبين في تطبيق الحجز المنزلي اتباع الإجراءات المبينة في القرار. وأمرت الوزارة كافة العاملين في الشؤون المرورية بتنفيذ البرنامج وفق ما ورد فيه.

    The Ministry of Interior issued Resolution No. 1090 of 2026 to regulate the smart home vehicle impoundment system, which was published in the official gazette Kuwait Alyoum on August 2, 2026. The resolution defines the practice as detaining a vehicle at the owner’s residence through the use of modern technology in line with rules established by the General Traffic Department. It permits this arrangement for vehicles involved in violations enumerated in Article 207 of Ministerial Resolution No. 81 of 1976 when the owner submits a request. The vehicle remains under surveillance via an installed device for the entire impoundment duration.

    Vehicle owners electing the home impoundment option face a KD 10 fee for device setup if a traffic officer must attend the residence for installation, according to the resolution. They will also incur a KD 2 charge for each day the system is in operation. The rules prohibit tampering with or damaging the monitoring equipment, requiring owners to cover its cost in such events. Owners must comply with all movement restrictions, return the device at the end of the period and report any faults without delay.

    Penalties for breaching the smart impoundment provisions fall under Article 34 of Decree-Law No. 67 of 1976, the ministry resolution stated. This legal framework has governed traffic matters in Kuwait for decades. The new system becomes effective on the day of its publication in the gazette.

    Earlier procedures for vehicle impoundment involved towing offending cars to official storage facilities for periods of up to two months. Kuwait Times reported in 2017 that an Interior Ministry source listed 28 violations triggering such administrative impoundments, ranging from driving without license plates to other serious infractions. The General Traffic Department has applied these measures consistently to deter unsafe driving behaviors.

    Department records placed speeding violations at 1.9 million in 2024. An additional 61,553 traffic violations were recorded in the final quarter of that year for failure to wear seatbelts and for using mobile phones while driving, according to the Kuwait Times. Speeding violations reached 3.6 million in a different yearly count while parking violations stood at 952,788. These statistics originated from the General Traffic Department.

    The General Traffic Department will determine the precise regulations governing device operation and eligibility criteria. Owners interested in utilizing the home impoundment must follow the application process set forth in the resolution. All staff involved in traffic affairs have been directed to implement the program as outlined.

    أصدرت وزارة الداخلية القرار رقم 1091 لسنة 2026 الذي يعدل بعض بنود القرار الوزاري رقم 2249 لسنة 2025 الخاص باللائحة التنفيذية لقانون إقامة الأجانب. ويضيف هذا التحديث رسماً إلزامياً مقابل خدمة التحويل وفق المادة 16 من تلك اللائحة. وقد ظهر هذا الإجراء في العدد الأخير من الجريدة الرسمية «الكويت اليوم» يوم الأحد، ونشرت صحيفة «عرب تايمز» تفاصيله في اليوم نفسه. كما تلقت الجهات المختصة توجيهات بتطبيق القاعدة الجديدة على جميع عملياتها دون أي استثناء.

    وأدرج البند الرابع الجديد في الفقرة التاسعة من المادة 39 رسماً قدره 150 ديناراً على الراغبين في تحويل تأشيرة الدخول بقصد الزيارة إلى تصريح إقامة عادي. ويطبق التعديل على المعاملات التي تجري داخل الكويت وليس على القادمين الجدد. وأمرت وزارة الداخلية كل الإدارات المعنية بأمور الإقامة ببدء تنفيذ هذا الشرط على الفور.

    ويُعفى العمالة المنزلية والفئات المشابهة تماماً من دفع الرسم البالغ 150 ديناراً، وفقاً للمادة 20 من اللائحة التنفيذية. وأكدت الوزارة أن القرار يدخل حيز التنفيذ القانوني فوراً من تاريخ نشره في الجريدة الرسمية. لذا يجب على مكاتب الإقامة والجهات التابعة لها تضمين هذا الرسم في إجراءاتها الروتينية بأسرع وقت ممكن.

    وتشير بيانات الهيئة العامة للمعلومات المدنية إلى أن عدد سكان الكويت الإجمالي بلغ 5.31 ملايين نسمة بنهاية يونيو 2026، منهم 3.74 ملايين وافد، أي ما يقارب 70 بالمئة من إجمالي السكان. ويأتي الهنود في مقدمة الجاليات الوافدة بعدد 1.06 مليون، يليهم المصريون بنحو 670 ألف نسمة. ويصل العديد من الوافدين في بادئ الأمر بتأشيرات زيارة قبل الحصول على كفالة للإقامة طويلة الأمد في مختلف القطاعات من البناء إلى الرعاية الصحية.

    وأوضحت دراسة أجرتها شركة المحاماة المتخصصة في قوانين الهجرة «فراغومن» خلال يناير 2026 أن الإصلاحات السابقة حددت بوضوح أنواع تأشيرات الزيارة التي يمكن تحويلها إلى تصاريح إقامة، ومنها تأشيرات السياحة العائلية وبعض الفئات الحكومية. وقد رفعت تلك التعديلات الرسم السنوي المعتاد لتصريح الإقامة من 10 دنانير إلى 20 ديناراً في معظم الحالات. وبالتالي فإن الرسم الجديد البالغ 150 ديناراً يمثل تكلفة إضافية لمرة واحدة تضاف إلى النظام القائم لتغيير الوضع القانوني.
