The gathering rewarded participants for exemplary conduct during their incarceration on the 400-acre site that holds roughly 6,600 people. Nearly 4,500 inmates have joined the approximately 90 watch parties held since the tournament started, according to correction officials.
Stanley Richards, the city correction commissioner and a former Rikers inmate, attended the event and linked such programs directly to improved facility safety. «Programs like this equal safety in our jail,» Richards said. «What we say to them is that your humanity is seen, heard, and valued.» He stressed that recognizing inmates in this manner supports overall order within the jails.
Mayor Zohran Mamdani stopped by briefly and moved from table to table to speak with those present while his shirt sleeves were rolled up. «The World Cup has been a magical moment for the entire city. These are New Yorkers, and they will be New Yorkers when they get out of Rikers,» Mamdani stated. One attendee predicted Argentina would defeat England and then face Spain, which had beaten France the day before, while another mentioned his release scheduled for later that day, drawing the response «That’s amazing» from the mayor accompanied by a pat on the back.
The viewing took place against a backdrop of continued oversight at the facility that opened in 1935. Federal overseer Nicholas Deml submitted a reform plan the day before that catalogued ongoing problems including pervasive violence and unreliable basic practices. «Violence remains pervasive, basic correctional practices remain unreliable, and unconstitutional conditions persist,» the report said.
Mamdani has committed to implementing a 2019 city law that requires closing Rikers Island although he has acknowledged the 2027 deadline is likely unrealistic after years of delays. The center’s assessments indicate that wider adoption of reforms can improve conditions for those incarcerated and those who work in prisons while also advancing public safety.
Recreational initiatives like the watch parties aid inmate management and personal development, according to a United Nations Office on Drugs and Crime review of prison sports programs. The review found that such activities reduce stress, depression and anxiety, promote physical health and support social reintegration following release. A separate 2024 study available via PMC reported that prison sports lowered participants’ perceived stress while raising their subjective well-being.
