Kuwait Interior Ministry Rejects Social Media Claims of New Digital Surveillance System

The ministry issued a statement dismissing the reports as unfounded, according to Arab Times. It stressed that no such monitoring system for communications or social media has been introduced. Officials highlighted the need for the public to verify details before dissemination to prevent the spread of inaccurate claims.

In the statement, the Interior Ministry urged citizens to exercise caution with shared information and to refrain from circulating unverified reports. It called for reliance exclusively on official government sources for any updates or facts. The guidance forms part of ongoing efforts to address misinformation in digital spaces.

A comparable denial occurred in August 2024 when the ministry refuted rumors of social media surveillance and call recording, Times Kuwait reported. Colonel Othman Al-Ghraib stated then that while general monitoring of online content takes place, the specific allegations were baseless. The repeated clarifications reflect persistent public interest in digital privacy matters.

Kuwait maintains among the world’s highest social media penetration rates. DataReportal figures from late 2025 placed the number of social media user identities at 4.44 million, equivalent to 87.9 percent of the population. The platform analysis showed an increase of 579,000 users, or 15 percent, from the prior year.

Statcounter data for July 2026 indicates Facebook accounts for 61 percent of social media market share in Kuwait. Instagram follows at roughly 16 percent while YouTube holds approximately 11 percent, according to the statistics. These usage patterns demonstrate the central role of digital platforms in everyday interactions across the country.

The 2015 Cybercrime Law has drawn scrutiny for its potential implications on online activities. Human Rights Watch reported in 2015 that the legislation could prompt increased use of investigative powers despite assurances against monitoring. The law’s broad definitions encompass information networks that include social media and communication applications.

Public Authority for Civil Information figures place Kuwait’s expatriate population at roughly 3.3 million, comprising more than two-thirds of total residents. This demographic scale amplifies the reach of digital communication tools among diverse groups. The ministry’s statement reinforces the directive to consult verified channels amid high connectivity levels.
