Kuwait Interior Ministry Introduces Smart Technology for Home Vehicle Impoundment With Specific Fees

The Ministry of Interior issued Resolution No. 1090 of 2026 to regulate the smart home vehicle impoundment system, which was published in the official gazette Kuwait Alyoum on August 2, 2026. The resolution defines the practice as detaining a vehicle at the owner’s residence through the use of modern technology in line with rules established by the General Traffic Department. It permits this arrangement for vehicles involved in violations enumerated in Article 207 of Ministerial Resolution No. 81 of 1976 when the owner submits a request. The vehicle remains under surveillance via an installed device for the entire impoundment duration.

Vehicle owners electing the home impoundment option face a KD 10 fee for device setup if a traffic officer must attend the residence for installation, according to the resolution. They will also incur a KD 2 charge for each day the system is in operation. The rules prohibit tampering with or damaging the monitoring equipment, requiring owners to cover its cost in such events. Owners must comply with all movement restrictions, return the device at the end of the period and report any faults without delay.

Penalties for breaching the smart impoundment provisions fall under Article 34 of Decree-Law No. 67 of 1976, the ministry resolution stated. This legal framework has governed traffic matters in Kuwait for decades. The new system becomes effective on the day of its publication in the gazette.

Earlier procedures for vehicle impoundment involved towing offending cars to official storage facilities for periods of up to two months. Kuwait Times reported in 2017 that an Interior Ministry source listed 28 violations triggering such administrative impoundments, ranging from driving without license plates to other serious infractions. The General Traffic Department has applied these measures consistently to deter unsafe driving behaviors.

Department records placed speeding violations at 1.9 million in 2024. An additional 61,553 traffic violations were recorded in the final quarter of that year for failure to wear seatbelts and for using mobile phones while driving, according to the Kuwait Times. Speeding violations reached 3.6 million in a different yearly count while parking violations stood at 952,788. These statistics originated from the General Traffic Department.

The General Traffic Department will determine the precise regulations governing device operation and eligibility criteria. Owners interested in utilizing the home impoundment must follow the application process set forth in the resolution. All staff involved in traffic affairs have been directed to implement the program as outlined.
